Rather than managing the projects themselves, a program manager instead provides oversight across all projects within the program, monitoring project outcomes, sharing best practices across projects, and identifying risks and areas of improvement to better support the achievement of program outcomes.   

 Portfolio management takes things one step further, providing centralized management across multiple programs. One portfolio manager might oversee several program managers, who in turn oversee numerous project managers.
